Important: New EU rules effective April 22, 2026

No import permit is required for cats, dogs, and rodents imported into Montenegro. However, there are strict rabies vaccination regulations for pets.

Document requirements

International veterinary passport.
International veterinary passport. This document is issued by a veterinary clinic doctor after a thorough examination of the animal. The passport records all procedures performed and visits to the veterinarian. It is important that this document also contains information about the owner and information about the pet itself.

Chipping. To import an animal to Montenegro, the pet must be chipped. After the chip is installed, supporting documentation is issued.
It is important to remember that rabies vaccination should not precede the installation of a microchip, otherwise you will have to repeat the vaccination procedure.

Vaccination.
Vaccination against rabies is mandatory for importing animals to Montenegro. In accordance with the rules established by the host country, this vaccination should be carried out when the pet is at least 12 weeks old, but no more than 31 days before the expected departure date, and no later than 12 months from the date of the last vaccination.

Antibody test. A certificate confirming the effectiveness of rabies vaccination is a mandatory requirement for importing animals to Montenegro. This test should be carried out no earlier than 30 days after the revaccination and no later than 2 months before the expiration of the vaccination. To meet this requirement, the level of rabies antibodies must be at least 0.5 IU/ml. It is important to note that the rabies virus antibody titer test can only be carried out in accredited laboratories.

Deworming. Preventive measures against parasites must be carried out at regular intervals, and the dates of these procedures must be indicated in the veterinary passport. Antiparasitic treatment must also be carried out before the trip, but this must be done no later than five days before the departure date.

Veterinary health certificate. This document is issued by the state veterinary station a few days before the expected departure date. It confirms that the animal has successfully passed the veterinary examination and is healthy.

Vaccination requirements

Vaccinations – rabies and complex + quarantine after vaccinations for 21 days.

Titers are required upon entry to Montenegro from all countries for a period of 3 months.

Quarantine Rules

No quarantine – if you have a revaccination during the validity period of previous vaccinations.

Document requirements

A certificate for leaving the country about the health of your pet can be obtained at any veterinary clinic: there is no division into private and public. After issuing the certificate, you must leave the country within 3 days (72 hours).
Cost of the certificate: 7-10 euros.

Certificate for leaving:

  • On the coast (Budva, Bar): you need to contact one of the following veterinary inspectors on Viber:

You need to send the inspector a photo of titers, vaccinations, a certificate and other necessary documents.

You can also contact veterinary inspector Ruzica (Ruza), tel. +38267239916, she works in Bar. You need to go to the post office and pay for the certificate, put 10€ into the account number. Come to her with the check, piece of paper, passport and health certificate.
The cost of the certificate is 30 euros.
The certificate is valid – after the certificate is issued, you must leave the country within 3 days (72 hours), then the certificate is valid until the end of the route, unless otherwise stated.

In Podgorica: together with the health certificate, you need to get an application for the veterinary inspector at the veterinary clinic. You need to fill it out, pay the fee at the post office to the bank account specified in the application. Then go to the veterinary office at the address indicated on the sheet with the application.

At the veterinary office you will need:

  • A completed application
  • Copies of the titles (if required), health certificate and all filled pages of the veterinary passport.
  • A receipt for payment of the fee.
  • The certificate at the veterinary office will be made within 3 working days. It is recommended to go and get the certificates at least 3 days before departure. The fee is 10 euros.

Vaccination requirements

Titers from Montenegro
Not needed: to Russia, Serbia, Armenia, Belarus, Kazakhstan, Kyrgyzstan.

Needed: for travel to the EU and countries that have adopted EU rules (Georgia, Moldova, Serbia and Turkey), Israel, China.
No own laboratories, clinics send the analysis to Serbia. In Budva it is Vet Medica, in Cetinje it is Petvet.
