This document is issued only by a certified laboratory. The titer of antibodies to rabies in the animal should be at least 0.5.
Import Permit
Permission to import an animal into Israel
It is sent after receiving all the necessary documents described above.
The permit is issued by Ben Gurion’s veterinary service. The service asks to send a letter two days before departure, in fact, you can actually send as soon as you received all the documents, but not earlier than 9 days and no later than departure (if you send a day on a day, remember that the service still needs time to respond). Send the letter to the veterinary service vs-airport@moag.gov.il
“Notification on pet search” (to add the date of departure to the topic). In the body of the letter, indicate the date of departure and the city, the number of animals (if more than one)
You need to be sent:
- One pdf file of no more than 10 MB must be sent
- Passport and the owner’s visa (if any)
- Evidence of the study on the antibody titer
- Reference on the form of BH (ABC noxes)
- International Certificate – No need to be applied
- Animal passport (turn, chip, last vaccinations) – not necessarily
- License, if you carry more than two animals per person
- The first 3 documents are required. The others are not.
- You need to complete the spread file so that the pages of one document follow each other, i.e. to make the inspector convenient.

How fast is the service responding:
The service responds most quickly, but sometimes it comes to several hours, in rare cases longer (usually responds in the queue on the date of departure, i.e. the later departure – the later the answer, the alarm is if there is no answer 7-8 hours before departure). The service is open around the clock.

If you have more than one animal: It is best for one letter, but different PDF files.
To bring more than two animals, you need to request a import license. It can be obtained by contacting the Ministry of Agriculture of Israel by vs-ie@moag.gov.il with the obligatory indication of the cause (more than 2 animals per person). The license will need to be paid – 51 shekels.
Get a license in advance – you can start requesting a license a month before the date of the trip.
After obtaining the license, make sure that you have removed the item about cargo. if not removed – please contact the Ministry with a request to remove.
How to register a pet if you have come to Israel for a long time
Only dogs need to be registered, cats do not.
You need to register your animal with a municipal veterinarian or any private one, ideally in the municipality of residence, since the tax comes from the municipality.
How does the registration work:
They scan the dog’s chip, enter information about the owners into the database, and charge a fee – a tax on the animal
Registration with a municipal veterinarian is free, with a private one – depending on the clinic, but you will have to pay a tax in any case. The tax varies depending on the municipality.
For neutered/sterilized animals – about 60 shekels per year
For unneutered/uncastrated – about 360 for uncastrated animals

If your pet is not on the blacklist, you will need to write to Eti Sabag a request to import your pet in order to obtain permission. As for pets that are not on the whitelist, the website has different information in different sections, but in essence it all comes down to sending your request to their email import@npa.org.il. Attached are the various application forms.
The application review process takes up to 30 days and payment will be required.

Rodents:
Open quarantine for 30 days and close it 5 days before departure. Submit feces for salmonella and protozoa. Also at this time: write in English or Hebrew to the email address: vs-ie@moag.gov.il that you want to bring a rodent (species), are flying on such and such a flight, on such and such a date and want to pay the state fee (48.50 shekels). They will send you a form, send them confirmation that you have paid. In response, you should receive permission.
When the quarantine is closed, the animals will be treated in a veterinary clinic with drugs for external and internal parasites and stickers will be pasted into their passports about the treatment. At the veterinary control at the airport, you will be given an international certificate. Scan all documents, including completed passport pages, photos of pets (preferably so that their distinctive features are visible), the sent permit in one pdf file and send it to the email address: vs-airport@moag.gov.il indicating the owner, flight, arrival date and type and number of animals.
They should respond quickly, if they have not responded in an hour or two, write again. They will send another permit or confirmation that everything is fine.

Walking
Around the city
It is mandatory to walk your dog on a leash around the city. Without a leash – a fine of 475 shekels.
There are many dog parks in each city, where you can let your dogs out. It is prohibited to walk dogs from the list of aggressive breeds in dog parks.
However, dog owners often let their dogs out (but always remember that there may be a fine)
Beaches
On the beaches, as in the city, you cannot let your dog off the leash, and you cannot let your dog near the water.
However, there are special dog beaches, on such beaches you can let your dog off the leash and the dog can swim. Such beaches are marked, and many are equipped.

To export an animal from Israel, you need:
- a valid rabies vaccination (hisun kalevet)
- a chip
Some countries also require a comprehensive vaccination (meshushe) and/or deworming (Cyprus, England, Finland).
If you have a dog, it must also be registered in Israel and an annual tax must be paid for it.
Cats do not need to be registered in Israel, and there is no obligation to vaccinate or chip them. But in order to take a cat out of Israel, you will need both a chip and vaccinations.
To enter many countries from Israel, titers for rabies antibodies are required.
To enter EU countries, at least 90 days must pass from the date of blood sampling for analysis until departure.
The titer test is done in Israel in one laboratory, Beit Dagan, and costs 313₪. To this you need to add the cost of blood sampling for analysis and the preparation of accompanying documents by a private veterinarian and delivery of serum to the laboratory.
According to international requirements, blood for analysis is taken no earlier than 30 days after rabies vaccination.
For most countries in the world, the titer certificate is valid for life if the animal is revaccinated every year on time, i.e. before the rabies vaccination expires. If even one day is missed, the titers are lost. Countries that do not require subtitles are Russia, Belarus, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Armenia, USA and Canada.
Veterinary certificates for the EU, USA and Switzerland are issued digitally in the Yaal system and are sent to the mehozi in the same way and you pick up the already signed certificate.
For the countries of the Customs Union, Georgia, Moldova, etc., the certificates are paper and must be personally brought to the mehozi for signature.
Certificates can also be found on the website of the Ministry of Agriculture of Israel in the Export of Pets section.
The mehozi will definitely ask to show the rishaen (the license that you were given when you registered the dog with the municipality). Without it, your veterinary certificate will not be signed. There are 11 district veterinarians in Israel, one per district, their list is on the website of the Ministry of Agriculture of Israel.
The fee for the mehozi services is 42.5 ₪, paid by credit card in advance on the website of the Ministry of Agriculture. For the center of the country, the mehozi is in the Beit Dagan clinic in Rishon LeZion. You can go to anyone, regardless of your place of residence.
Veterinary certificates for most countries are valid for 10 days.
