Document requirements
To import an animal to Singapore, you must:
Before your trip:
- apply for a license to import a dog or cat on the official website of Animal&VeterinaryServices (the document is valid for 30 days from the date of issue, and its processing takes up to 2 working days – it is recommended to submit an application approximately 7-10 days before departure);
- Obtain a veterinary passport;
- Microchip the animal;
- Vaccinate your pet against rabies;
- Take a test for antibody titer to the virus;
- Obtain a veterinary certificate.
Important! The serological test is taken no earlier than 30 days after rabies vaccination, but at least 90 days before entering Singapore.
Book an inspection for your dog or cat via e-services – National Parks Board (NPArks) five days or earlier before your pet’s arrival. Bringing your dog or cat for an inspection without an appointment will result in an inspection fee of $133 per hour or part thereof. An AVS import licence, flight details and contact number must be included with your booking.
Vaccination requirements
Rabies vaccination is only possible after reaching 12 weeks of age, after the chip has been installed (otherwise, a booster vaccination will be required). The vaccination only takes effect 21 days after administration, so the veterinarian must mark the date in the animal’s passport.
Rabies antibody titer test: the test is carried out at least 1 month after vaccination. The required antibody concentration (optimal value – from 0.5 IU / ml). If the test result does not meet the requirements for importing animals to Singapore, the animal must be re-vaccinated. Only accredited anti-rabies laboratories have the right to conduct testing.
Other vaccines:
Dogs: against distemper, adenovirus-1 and parvovirus.
Cats: against calicivirus, herpesvirus-1 and panleukopenia.
All vaccinations must be linked to the pet’s microchip number.

Quarantine Rules
Animals entering Singapore via Changi International Airport are placed in a quarantine zone and undergo veterinary inspection.
To undergo inspection, you must book an appointment using the official AVS website.
For countries on the rabies “Schedule III”, a minimum 30-day quarantine at AQC is mandatory.
Upon arrival, the pet will be revaccinated against rabies.
Owners must pre-book a quarantine place through the Quarantine Management System (QMS).
- No quarantine is required upon arrival unless the pet falls under the following categories:
- A 10-day home quarantine is required for pets imported using a Personal Import Licence if the pet:
- Is brought into Singapore more than 5 days from the owner’s date of entry into Singapore.
- Has been with the owner for less than 6 months, such as adopted, rescued or animals purchased less than 6 months from the date of entry into Singapore. For countries on the rabies “red list”, a minimum 30-day quarantine at AQC is mandatory.
- Upon arrival, the pet will be revaccinated against rabies.
Owners must pre-book a quarantine place through the Quarantine Management System (QMS).
A 10-day quarantine at AQC is required for pets imported using a Commercial Import Licence.
Rabies risk categorisation:
- Schedule I: Australia, New Zealand, Republic of Ireland, United Kingdom
- Schedule II: Austria, Belgium, Bermuda, Canada, Cayman Islands, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong SAR, Iceland, Italy, Japan, Jersey, Latvia, Liechtenstein, Luxembourg, Malta, New Caledonia, Norway, Portugal, Slovakia, Slovenia, Spain (except Ceuta and Melilla), Sweden, Switzerland, The Netherlands, USA
- Schedule III:
Any country/region except countries/regions listed under Schedule I and II of the Veterinary Conditions for the Importation of Dogs/Cats
Restrictions
The minimum age for animals imported into Singapore is 3 months.
You can import no more than three animals (dogs, cats) per person.
Although Singapore previously had a ban on cats, it was lifted in 2024 and cats can now be kept in HDB flats, but under certain rules. Cat owners are required to license their microchipped pets and can also take an online course on responsible cat ownership.
The following dog breeds are prohibited from being imported or kept in Singapore:
- Akita Inu
- American Bulldog
- American Pit Bull Terrier
- American Staffordshire Terrier
- Dogo Argentino
- Boerboel
- Neapolitan Mastiff
- Presa Canario
- Staffordshire Bull Terrier
- Tosa Inu
- Hybrids of the above breeds

Transit
Transit means a temporary stay of a pet in Singapore for less than 24 hours during a journey between countries.
A transit permit is required for dogs and cats transiting Singapore.
Transit permit application
If the pet will be in Singapore for less than 24 hours, a transit permit is required. The application is made through the GoBusiness Licensing Portal by uploading one of the following documents:
- Veterinary certificate,
- Rabies vaccination certificate,
- Import permit of the destination country.
Staying in the waiting area
If the pet has a long connecting flight, it will be kept in the airline’s waiting area. AVS will conduct a veterinary check if necessary.

- The following dog breeds are prohibited from being imported into Singapore:
- Akita;
- Tosa;
- Fila;
- Dogo Argentino;
- Canary Mastiff;
- Pit Bull;
- Boerboel;
- Bulldog.
Singapore has banned the import of Bengal cats (up to the fifth generation) and Savannah cats (up to the fifth generation).

Ensure that your pet is identified with a microchip that complies with ISO 11784/11785.

Ensure that your pet is vaccinated against rabies and that the vaccination was administered no earlier than 30 days and no later than 12 months prior to departure.
3. Antibody Test:
Some countries may require a rabies antibody titer test. The test must be conducted at an approved laboratory.
4. Veterinary Certificate:
Obtain a veterinary certificate from a government veterinarian confirming that your pet is eligible to leave Singapore.
